Section 4(1)(b) (i): Particulars of organization, functions and duties

  1. Defence of India
  2. Civil Defence including protection of vulnerable areas and vulnerable points, internal security- policy/scheme, UN observers in J&K policy and routine cases.
  3. School of Foreign Languages, New Delhi, National Defence College, New Delhi, Indian National Defence University (INDU), Kendriya Vidyalayas in Defence Sector, Rashtriya Indian Military College (RIMC)/ Military Schools/ Lawrence Schools, Sainik Schools Unit.
  4. All matters related to Crisis Management Plan 2003 and disaster management, preparation of SOPs of MoD on disaster management.
  5. Maps restriction policy and matters relating to National Remote Sensing Agency, matters related to Inner Line Policy promulgated by MHA, clearance for aerial photography, loss of aerial photographs/restricted maps, security clearance of mountaineering expeditions/trekking expeditions and adventure activities, security clearance for construction activities in border areas-policy and individual cases, security issues relating to (i) release of frequency spectrum (ii) introduction of value added services (iii) Global mobile personnel communication services (iv) wireless planning and coordination.
  6. Security clearance for publication of maps.
  7. Canteen Stores Department.
  8. Administrative matters pertaining to Remount & Veterinary Directorate of Army HQ/QMG Branch.
  9. NOC for construction of helipads, buildings around IAF airfields/installations, NOC for shooting of films etc by private firms/parties around IAF installations.

Section 4(1)(b) (ii): Powers and duties of its officers and employees

 

Work of the Department of Defence is distributed among different Wings, each headed by a Joint Secretary. Each Wing consists of Divisions, Branches, Sections / Desks headed by Director / Dy. Secy., Under Secretary, Section Officer / Desk Officer respectively, Sections / Desks are manned by subordinate staff viz. Multi Tasking Staff (MTS), Junior Secretariat Assistant (JSA), Senior Secretariat Assistant (SSA), Assistant Section Officer (ASO) etc.

JS(Lands & Works) and SSC Formation of cantonments, delimitation of cantonment areas, local self-government in such area, the constitution and powers within such areas of cantonment boards and authorities and the regulation of housing accommodation (including the control of rents) in such areas, posting/transfer of civilian officers of MES above the grade of SE & equivalent. All administrative matters related to Sainik Schools, grant -in -aid for infrastructural facilites to all the Sainik Schools, works related to Board of Governors of Sainik School Society.
5. JS (Ceremonials) & CAO Conduct of national functions like the Republic Parade, Beating Retreat Ceremony, Martyr’s Day and Independence Day flag hoisting ceremony. HR matters of civilians of AFHQ, manual of security instructions, liasion with Chief Security Officer for security matters related to buildings falling under Defence Security Zone etc. 
6. JS(Armed Forces) Administrative/establishment matters of Indian Coast Guard personnel, CSD, manpower relating to civilian employees working in the lower formations of Navy (civilians paid from defence estimates only), hydrographic & related matters etc.
7. JS(IC) Coordination and follow up of bilateral and multilateral defence cooperation activities with Friendly Foreign Countries (FFCs) etc.
8. CVO (MES & BRO) & CVO(DoD) Quarterly Progress Report to CVC, Chief Technical Examiner (CTE) in respect of Military Engineering Services and Border Roads Organization, vigilance matters in respect of employees of Ministry of Defence(Sectt) and Group ‘A’ civilians officers of Service Headquarters, DRDO, Inter-Service Organizations, CGDA and the lower formations of Services Headquarters.
9. JS(AM & MS) Capital procurement of ships, submarines for Indian Navy, ships and air platforms for Indian Coast Guard along with capital head procurements of equipment and weapons for Indian Navy and Coast Guard.
10. JS & AM(Air) Capital head procurements for Indian Air Force. Scrutiny of Annual Acquisition Plan (AAP) as prepared by HQ IDS.
11. JS & AM(LS) Capital head procurements for the Indian Army. Scrutiny of Annual Acquisition Plan (AAP) as prepared by HQ IDS.
12. Defence (Finance) Finance Division in the Ministry of Defence. Deals with all matters having financial implication. It exercises control over proposals involving expenditure from the Defence budget and with all the responsibility for internal audit and accounting of defence expenditure. It is fully integrated with the Ministry and performs an advisory role.

Section 4(1)(b) (iii): Procedure followed in the decision making process including channels of supervision and accountability.

The cases are generally processed at the Section/Desk level and the files are submitted to Under Secretary/Deputy Secretary/Director/Joint Secretary/ Additional Secretary/ Special Secretary/ Secretary /Ministers, as per the requirement of each case. Section 4(1) (b) (iv): Norms for the discharge of functions

Section 4(1)(b) (v): Rules, regulations, instructions, manuals and records held by it or under its control or used by its employees for discharging its functions.

Acts and Rules in Department of Defence

The rules, regulations, instructions, manuals etc. issued by Govt. of India from time to time are followed for discharging its functions.

Custodian of documents/categories:

Respective sections are custodian of their documents. However, category "B" & "C" documents are retained in the Departmental Record Room and reviewed from time to time by the respective Sections in accordance with Record Retention Schedule 1998.

Both classified and unclassified documents relating to the business allocated to this Ministry as per the Government of India (Allocation of Business Rules), 1961 are held.

The Department, generally, does not directly deal with the members of public in relation to the formulation of its policy or implementation thereof.
