D(Lab) Section deals with Civilians working in lower formations of Services HQ/ISOs:- Individual cases on disciplinary matters in respect of Defence Civilians working in the lower formations of Department of Defence only where President of India is the appointing authority. Clarification/ advices in respect of cases/ CCS(CCA) Rules, 1965. Delegation of Powers under CCS(CCA) Rules. Policy matter on Compassionate appointment of civilians in lower formations of Deptt.of Defence (individual cases are to be dealt with by concerned administrative sections). Review under FR 56(j) in respect of Group ‘A’ and ‘B’ employees. In respect of Group ‘C’ employees, the cadre authorities themselves review but where the person is recommended to be prematurely retired, the cases comes to D(Lab) for RM’s approval. Individual cases of transaction of movable/ immovable properties for Group ‘A’ & ‘B’ employees. General policy and clarification on the CCS (Conduct) Rules.Individual cases of voluntary retirement/ resignation.Policy on Adjustment of surpluses and deficiencies in lower formations of Defence Organizations-seeking clarification thereon. Recognition of various Educational Qualifications for recruitment of civilian posts in lower formations of Ministry of Defence – matter referred to Ministry of Human Resources Development (Department of Education) for advice. Civilian Labour Officers under Ministry of Defence-correspondence with Ministry of Labour. Co-ordination work on Apprenticeship Act-Civilian Labour Officer (CLOs) and Senior Labour Officers (SLOs) – Reports on. Disciplinary cases in respect of retired personnel [Disciplinary cases under Rule 9 of the CCS(Pension) Rules. Court cases and MIP/VIP/PMO references related to appointment on compassionate grounds in which decisions have to be taken by the competent authority in the Ministry.
