D(Estt.I/Gp.II) is entrusted with the task of Cadre control of non-gazetted employees, including ex-cadre employees (other than MTS) of Min. of Defence (Sectt.) (including Finance Division). D(Estt.I/Gp-II) is, therefore, handling the works such as:
All establishment and administrative matters of non-Gazetted employees including ex-cadre (other than MTS) of Ministry of Defence (Secretariat) (excluding those matters of non-gazetted employees which are handled by D (Est.I/Gp.I); circulation of Orders/ Instructions/Amendments/Clarifications on Recruitment/appointment, posting/transfer, promotion, confirmation, verification of character and antecedents, leave, seniority, deputation to foreign service, ACR, exemption from typewriting test, forwarding of application for deputation and outside employment; review of Service under FR 56 (j) in respect of Group A, B & C employees of Ministry of Defence (Sectt.); providing staff for concluding elections as per requirement of Election Commission of India/Chief Electoral Officer, Delhi; matters, if any, in respect of ex-civilian Staff of MOD (Sectt) posted in Indian Missions abroad; grant of pension to all employees (Gazetted/Non-gazetted) of MOD (Sectt.) including APO(excluding Finance Division); matter under CCS(Pension) Rules in r/o all (Gazetted/Non-Gazetted) employees of Ministry of Defence (Sectt.)(excluding Finance Division); fixation of pay/grant of incentives to all employees/officers of MOD (Sectt.) excluding MTS; Grants of annual increment to Non-Gazetted employees of Ministry of Defence (Sectt.)(excluding Finance Division); Grants of financial up-gradations under MACP Scheme to Non-Gazetted employees of Ministry of Defence (Sectt.)(including Finance Division); coordination of Parliament Question in respect of Establishment Division; RTI matters relating to Non-Gazetted employees of Ministry of Defence (Sectt.)(excluding Finance Division) excluding MTS.
